I found this page on the net, and I think I know what the engine and wheel are on the bike at the top of this page:

I think it is very likely an English BSA Winged Wheel. A complete engine and wheel to fit a bicycle. 32cc. It could also be a German Rabeneick or the English licence version, a Cyclemaster.

I hope this helps solve the mystery.
