WorkShop Code/Importer Number/Equipment Number がゼロの時、変更を受け付けないモジュールがあるので、このため入力を求めているようです。

Some control modules will refuse any modifications (coding or adaptation) if those values are zero. When a factory scan tool is used the real dealer assigned 5 digit WSC, 3 digit importer code from the country the dealer is from and the 5 digit equipment serial numbers are always written to the module. VCDS gives users the opportunity to enter their assigned values in VCDS which is very handy for VW/Audi dealer technicians:

Due to so many reports of coding and adaptation values being rejected lately the last Beta series included the default pop-up box where the user has to select [Yes] followed by [Do It!] to write the values:

This was the most common issue which prompted a UDS SRI specific page:

It should have written those values after you clicked Yes and Do It, but I cannot duplicate the problem because all of the modules in my vehicle have proper values stored already. If we receive any other reports of similar behavior this will be something worth looking into on our side.
