実はたいへん、高速道路最高速110km/h引き上げ

新東名と東北道での高速道路最高速度引き上げ試行が13日、警察庁から発表された。ただ法定速度100km/hを超える初めての規制緩和には、これまでにない対策も必要だ。

最高速度が引き上げられる予定区間には、意外なことに速度標識がない。一般道も同じだが規制がない区間は、法定速度が最高速度になるからだ。110km/hに引き上げる区間は、法定速度を超えるため新たに最高速度を示す標識を設置しなければならない。

しかし、これが金属製の丸板に数字の標識ではすまない。天候や事故、工事などで臨時速度規制を行う場合がある場合は、110km/hの表示を消さなければならないからだ。もちろんこうした場合に備えて、高速道路にはLEDで速度表示をする標識がある。が、こうした電光標識には「110」という3桁の数字を示す機能がない。道路を管理する高速道路会社は、新たな標識の設置に追われることになる。

一方、110km/h区間を抱える警察本部は事故防止対策に腐心する。新東名（新静岡～森掛川IC）の試行区間のある静岡県警本部交通規制課は、こんなことを運転者に訴える。

「開始日が決まったら各警察本部にもご協力いただき、運転者への注意をしなければならないと思いますが、今回の試行は110km/h。120km/hではありません。それに、8トン以上のトラックは今まで通り80km/hで、引き上げはありません」

制度距離が延びるためそれに応じた車間距離の確保や、追越車線に長く留まらず走行車線に戻る運転が、これまで以上に必要になる。

試行開始は対象区間の改修工事の終了を待たなければならない。準備が整い次第ということになるが、17年度末までのスタートだけに、2018年以降の可能性もある。

Jury Finds 18-Year-Old Woman Guilty of First-Degree Murder in Beating Death of USC Engineering Grad Student

An 18-year-old woman, who was one of four people accused of the violent beating death of USC grad student Xinran Ji, was found guilty Thursday of first-degree murder, the Los Angeles County District Attorney’s Office announced.

Jurors also found true a special circumstance of murder during the commission of an attempted robbery against Alejandra Guerrero, who was 16 at the time of the fatal attack on 24-year-old Ji but tried as an adult.

The engineering student from China was attacked with a metal baseball bat and a wrench just before 1 a.m. on July 24, 2014, while walking back to his apartment from a study session.

Following the deadly beating, Ji was somehow able to make his way back to his apartment in the 1200 block of West 30th Street, leaving a trail of blood, police reported.

His body was found by his roommate at about 7 a.m.

Jonathan Del Carmen, 21, Andrew Garcia, 20, and Alberto Ochoa, 19, were also charged in the Ji’s attack and pleaded not guilty to murder and other charges in August 2014. The three men were all teenagers at the time and are scheduled to face trial in November.

In addition to the first-degree murder charge, Guerrero was also convicted of one count each of robbery, attempted robbery and assault with a deadly weapon for a second attack on a man and woman at Dockweiler State Beach that prosecutors said happened two hours after the deadly attack on Ji.

Prosecutors are not seeking the death penalty against Garcia and Del Carmen, while Ochoa and Guerrero are not eligible for the death penalty.

Guerrero will be sentenced on Nov. 28 and faces life in state prison.

Rapper Coolio Charged With Possessing Firearm After LAX Arrest

LOS ANGELES (CBSLA.com) — Rapper Coolio was charged with a felony count of possessing a firearm as a felon with two priors Thursday, according to the Los Angeles County District Attorney’s Office.

The rapper, whose name is Artis Leon Ivey, was arrested on Sept. 17 after a TSA screening found a handgun in a carry-on bag. He is scheduled to appear in court Thursday for arraignment.

He was previously convicted in 2001 for carrying a concealed weapon in a vehicle and in 2009 for possession of cocaine base.

In a video thanking his fans for their support, Coolio called the arrest “a little misunderstanding at the airport today.”

If convicted as charged, he faces a possible maximum sentence of three years in state prison.

金正恩委員長、脱北に怒り…外務次官を粛清

朝鮮の対欧州外交の核心人物である宮錫雄（グン・ソクウン）外務次官が最近粛清され、家族とともに地方の協同農場に追放されたと、対朝鮮消息筋が１１日伝えた。宮外務次官の解任は金正恩（キム・ジョンウン）労働党委員長の指示に基づくもので、在英朝鮮大使館の太永浩（テ・ヨンホ）公使の脱北・亡命などに対する問責だと、この消息筋は話した。

対朝鮮消息筋はこの日、「太永浩公使の脱北事態があった７月末から外務省に対する大々的な検閲が行われた」とし「宮錫雄外務次官が欧州地域の公館管理の責任を問われて粛清された」と述べた。宮外務次官が粛清されたのは太永浩公使の脱北・亡命のほか、ほぼ同じ時期にロシアのウラジオストクで朝鮮の外貨獲得幹部が巨額を握って潜伏した事件まで発生したためだと、この消息筋は説明した。

７２歳の宮錫雄外務次官は平壌（ピョンヤン）外国語大を卒業した後、ヨルダン駐在大使を務め、２００５年には金日成（キム・イルソン）勲章を受けた。１９９８年に外務次官に任命された後、２０年近くロシア・欧州外交の責任を担ってきたベテラン外交官というのが政府当局者の評価だ。朝鮮メディアは宮錫雄外務次官が８月１６日に平壌で開かれた在北朝鮮ロシア大使館のパーティーに出席した後、彼の動静を報道していない。

宮外務次官のほか４人の外務省欧州ラインの高官も地方追放などの重罰を受けたという。消息筋は「金桂冠（キム・ケグァン）第１外務次官（７３）も問責危機を迎えたが、臥病中であるためひとまず対象から除外されたという話を聞いた」と伝えた。金桂冠第１外務次官は北核外交など対米交渉を主に担当し、太公使と親しく海外公館に長期滞在できるよう便宜を図った点が問題になったという。

対朝鮮消息筋は「先月末に発生した保健省第１局出身の北京代表部幹部の脱北・亡命事態についても、北の当局が調査を進行中」とし「国家安全保衛部局長出身の安全領事（動向把握と監視担当）が平壌に召還されるなど問責があるだろう」と話した。在中朝鮮大使館所属の料理人が疑問の自殺をする事件までが発生し、落ち着かない雰囲気だと、消息筋は伝えた。
